Can regular Imperials teleport, or is the strong psyche of a marine required for that?

Depends on what you mean by teleport, if you're talking deep strike then yes Tempestus and inquisitors can.

My understanding of the lore, and please correct me if I'm wrong, is that teleportation is so hazardous due to it essentially being a walk through the warp that only heavily armoured troops like terminators are capable of surviving.

 

That said, archeotech is basically space magic, so it's totally possible for a rare bit of technology enabling regular humans to teleport to exist in the hands of a rogue trader, inquisitor or the like.

If this were the case, Warp Spiders wouldn’t exist.
