I recently purchased the white dwarf 518.

The article had missions and models to use to recreate older starter sets.

The thing I was thinking is they included this, but they didn't include the stats to use for the models.

I wanted to know if 8th edition stats can be used to recreate these starter set squads or do i have to search for 10th edition WH40k datacards?

They want your money, brother! They want you to buy a couple of codices! But some missions do work pretty well across multiple editions, with only minimal tweaks.

I've got the issue downstairs, but from what I remember of reading it, you are playing it with the current rules and unit stats, just with the model count matched to the old editions (and swap Intercessors for Tacticals if don't have them).
