Probably a barrel wrap of some kind. Those aren't uncommon for snipers trying to camouflage a gun since a perfectly straight line stands out in nature but breaking it up or making it look less straight can help it blend in better.

Fantasy rats was my first guess. The bubbled barrel, old school spyglass, and thin pointed fingers remind me of Skaven.

Humm in my case i was thinking in Kharadron dwarves...

But,again, I think can be something from Necromunda. Easily fits there.

This feels like a one-off squaddie marksman to me, like a member of a Catachan Command Squad or something.

 

Catachan Sniper would make sense if that's a Barrel Cover on the rifle.
They are in a jungle and jungles notoriously are bad for rifle maintenance.

They're would use standard scope this way. And this one obviously not Militarum issue.
