But there is a chance it could be ai. The image also looks like its from a poster or screen. So if the character is on that kind of media, they're likely someone pretty important. Also I guess that explains the "mounted" entry in the SoB character creator rules. Also reminds me I should dig out and work some more on the "Canoness on Ecclesiarchal War Throne" I started a few years back. Needs a lot of work due to having not progressed far before ADHD took over, as you can probably tell- plan was to have a pair of bodyguards on the two platforms (which would get a lot more detailing, and also some safety rails), one with a heavy bolter and one with a flaming sword. I intended to run it as Vahl before I gave up on modern GW rules altogether, so I might get a bit more creative with the loadout and run it with VDR for 4th edition.
