The Inquisition can't authorise the creation of a Space Marine chapter - they are down to the High Lords of Terra. The only way to do it would be to acquire the gene-seed from Terra and then get the Adeptus Mechanicus to carry out the necessary implantations quietly. The Inquisition could perhaps do it, but it would require calling in a serious number of favours, which means that it would have to be a very important to get these sixty marines to do something the Grey Knights couldn't do (or another affiliated chapter like the Exorcists).

 

The terms 'Grand Company' and 'Legion' refer uniquely to Chaos (leaving aside the Mentor Legion ::cuss: ). A Grand Company was roughly the size of a chapter and a legion was in the tens of thousands of marines. I doubt the Inquisition would do this.

 

The idea of the blood rituals are rather worrying - it's sorcery of the most extreme type. The Ordo Malleus must really want these artefacts destroyed to countenance the weird happenings going on. I'd say it's rather odd for the thirteen psykers to have lived for three thousand years, unless perhaps some chaos artefact or the like has affected them. Now, note that your thirteen don't appear to be marines of any sort - what do other marine chapters know of the Vandals?

 

How could one Librarian induct a company (so, over 100) storm troopers into the chapter without anyone noticing? Then there's the fact that adult storm troopers are too old to be implanted with gene-seed, and the fact that the apothecaries need to implant the gene-seed.

 

If the Ordo Malleus and the Vandals have broken away from one another, the oddities in the chapter would likely stop being overlooked. If the chapter wasn't obedient little pets they'd be crushed.
