I do like the ideas of the Angels of Lament, and the name reminded me of a great 40K quote, which I can't find to directly reference. However, it went something like:

What is the greatest joy in life? To die in service to the Emperor.

What is the gravest lament in life? To die with our task unfinished.

You might play off that quote to focus on the idea, perhaps, that the Angels of Lament not only act to make others lament their actions, but find themselves lamenting "tasks incompleted", such as the 4th company's failure to destroy the Thousands Sons cohort, and the fall of the Emperor, and the fall of Johnson. They could almost be like Warhammer Fantasy Dwarfs, driven to avenge grudges and complete tasks left to them by previous 'generations' of marines.

I can see the "Trust in your Battle Brothers" and "No Mercy, No Respite", but I'm not sure why they have taken the "We Stand Alone" disadvantage. I understand their shame, but I'm not particularly sure why that private shame would prevent them from working with allies. The Dark Angels have a particularly grave and dangerous secret to keep, but the Angels of Lament seem to have no reason to keep this a secret other than their own private anguish (it's not like the 4th company is still around, or anything). Perhaps the 4th Company wasn't merely overcome by the warp sorceries of the Thousand Sons, but betrayed by their allies in the fight? Even if they weren't treacherously betrayed, perhaps their allies were more easily corrupted by Chaos, and this has led them to be suspicious of depending on any outside agencies in battle?

Not a very original theme, but as long as it's well written and well thought out that doesn't matter.

As I understood it, Uriel felt the chapter have failed in their duty.

Was there something special about Uriel's character, or his past, that made him come to this conclusion?

Did the rest of the brothers obey him out of a sense of duty or devotion?

What is the greatest joy in life? To die in service to the Emperor.

What is the gravest lament in life? To die with our task unfinished.

What is the terror of Death? To die, our task incomplete.

What is the joy of Life? To die, knowing our task is done.

I like the Battlecry! Nice adaptation of the DA one ^_^

I think Carl's ideas are actually incredibly engaging - it's a neat twist on the idea that most space marine chapters rigidly venerate their predecessors. Your chapter sees what didn't get accomplished rather than what did. That's actually an awesome idea. Each generation struggling harder and harder to prove themselves. Of course, the tragic irony is that no matter how hard they try, their successors will say they didn't try hard enough.
Seems to me to be very well thought out idea for an army. Just curious though is why does the chaptermaster travel with the 3rd co. and not the 1st co.? It is nice to see a DIY chapter with the DA geneseed that didn't include a "they still hunt the fallen" piece. Good luck with this brother, for the Lion and the Emperor!
