My plan didn’t survive 3 days. 

I laid out my idea and had someone point out a very obvious point to me:

"You are playing Blood Ravens, who are known for their many Librarians. And there aren’t any in your army."

I can't have a fluffy theme army that ignores the thing the Chapter is known for (besides Steel Rain and poor decisions).

So, I scrapped a squad of Intercessors I don't own yet and got rid of the Lieutenant with Combi-weapon that I can't find anywhere and replaced them with a Librarian in Phobos Armour (with the Forged in Battle Enhancement) and attached him to an Eliminator Squad armed with 3 Las Fusils.

This will give me an anti-heavy infantry/light anti-vehicle firebase that can't be targeted outside 12" and can change 1's to 6's, hunting for Devastating Wounds.
