Ordnance Question

I am having trouble finding this. in 4th edition, if you fired an Ordnance Weapon at a vehicle, and the center hole scattered off, the weapon was at half strength. I can't find it in the main rulebook where it says this still happens. So, if I catch a part of a Dreadnought with my Vindicator blast (but not the hole) is it a Str 10 hit or a Str 5 hit?
