If a unit has moved up and is behind something like a hedge (5+ cover Save) that comes up to the mini shoulders, they get a cover save from shots fired at them. But do targets (same size as themselves) they themselves shoot at get a cover save as well? So if they can see over, it really won't provide any cover to units out in the open. A unit in base contact with a linear piece of terrain, that they can see over, ignore said terrain for the purpose of conferring cover saves. So even if the enemy is partially obscured by this terrain, from their point of view, they still ignore it.
