Land speeder tempest launcher

Howdy all, quick question about the landspeeder tempest... obviously the st8 krak shots are primary weapons, but if firing frag, are those st4 blasts secondary weapons, seeing as the weapon itself is the same weapon after all? I know the other case of variable str weapons on a vehicle, the zzap gun, always counts as a primary weapon no matter what strenght it is fired at.

Frag rounds are defensive weapons. The zzap gun is that way only because the FAQ specifically says so.
