In fact, being a rapid fire weapon it must fire twice if within 12" of its target unit.

Just to point out..

If you choose to shoot the plasma it must rapidfire, you may (of course) fire the bolter or not shoot at all.

You can either fire the plasma or the bolter, not both in the same turn

I think that's what Hexx meant - your choices are to rapid-fire the plasma (as in you can't choose to single-tap if you're within 12"); if you're worried about burning your face off on a 'lesser' foe you can choose to fire the bolter instead of the plasma; or you can choose not to fire either weapon at all. But no selective single-tapping.

Out of curiosity, where does it state that you must rapid fire a plasmagun if it's within 12"? I agree there really wouldn't be a reason not to, but is this explicitly stated in the rules anywhere?

To provide an even more clear quote:

 

Pg. 27 BRB "Remember that the player can decide that any model in a firing unit is not going to fire its weapon. However, if a model does fire, it must do so at full effect and cannot reduce its weapon’s firepower (for example, it cannot fire only two shots from its Heavy 3 weapon)."
