I think that they´re very well equiped. I would make conversions on the base of the scout box for them. Armour lighter then our PA but better then the IG one. Armed with shotguns. Bolters or BP and chainsword for "packleaders/sergeants". Rulewise i would use them with the stats for SM scouts or IG veterans. They're also the descendants of failed aspirants, some have served the Space Wolves for many generations.
