My reasoning for this is their homeworld of Baal and its Moons were Ravaged by those very kind of weapons. And they would know all to well the Horrific effects of those weapons. Emperor's Children, being perfectionist, would have use even for these ''inelegant'' weapons White Scars might be honourable but still use it as part of hit and run strategies... they even loved having Despoiler Squads which was taked with overwhelming the enemy and saturating the position with fire before chopping them up All Legions would have some form of use of them and as time progresses, they might dwindle given its specialised nature and different warzone requirements and mission objectives...
