I just spray them with white primer and matte finish white base coat. Spray them from a couple of different angles with several light coats, then paint them however you  like. Decide now if you want a matte or glossy clear coat because glossy will hide most of your dry brushed details and highlights. Glossy is generally finished with line highlights. Check the tutorials here and online, a few short videos can help a lot.

Fast and looks decent? Those two terms are somewhat exclusive I would think. Just as with anything you get exactly out of something as the effort you put into it. Usually when you try to save money on something and try to take the cheap route you get exactly what you pay for and since time is is a resource if you try to go cheap you'll still get exactly what you paid for.
