Telion has no such caveat and is listed as an upgrade in the scout options. Does this override the restriction on taking certain chapter tactic characters? Even his fluff supports the concept of being loaned out to other chapters. Obviously he does not transfer the UM chapter tactics to the squad he joins, but it seems he is a legal choice for other chapters. Thoughts?
