Marshal Durak Rask

Marshal Durak Rask has the special rule "Art of destruction" which grants "Tank Hunter" and "Wrecker". The Consul Siege Breaker has the same special rule--> Marshal Durak Rask is a "Siege Breaker" who doesn't give the option for Medusa Siege tanks to equip Phosphex shells. Is this intended or does it need a FaQ?

I'm making a death guard army around Rites of war: Pride of the legion and i also want the Phosphex shells on the Medusa without spending points on both the Preator (get the rites of war) and the Siege Breaker (get phosphex shell). Marshal Durak Rask has is a "Siege Breaker" and Master of the Signal and would be the perfect choice if he would grant the Medusas phosphex shells..
