Dark Angels Successors? Make your marines look like Woad Warriors, covered in blue tattoos and arm them with power lances and wooden shields. Give them a feral look. Chainmail, and possibly tartan (if you want to go a little Scottish) cloth pieces. Would look badass. I'd use either Space Wolves, Blood Angels or Black Templars for these guys, close combat squads seem like the sort of thing they'd have. BT's could do well, with access to 20 man squads - Warbands, with the younger warriors fighting with he older ones. Gives that rag tag feel to the force. No Psykers could be mitigated by using Space Wolf allies, using Rune Priests and blood claws.
