All-out Attack questions

A week ago I played my first 'new' apocalypse game. My team got battered, partially due to be being out gunned, and partially due to unfamiliarity with all the new rules. One thing we all forgot until our warlords had died was the Finest hour rule, and the option for all out attack. Looking through the book now, I have a couple of questions.

 

1) If I call my finest hour in the first turn, can I then order an All-out Attack? The way I read it you may order an all-out attack as if you were in a high command formation, and since high command formations cannot issue an all-out attack order on the first turn, you waste that ability? Is this correct?

 

2) How does All-out attack work for transport vehicles? Is the speed you can go before troops disembark tripled? or can they still only disembark after 6 inches? The way I read it you only triple your total move, but again, I'm not really sure.
