'Jirt is nothing if not determined! I do think that the model that will take the longest is the Titan. I'm wondering whether he's going to do that first (and then allocate the remaining time over the rest), or last. Out of his list, the Titan will make it or break it.

Of course, whilst these Mega Vows are awesome to behold, the negative is - if they aren't complete, the points are lost, regardless of what has been vowed before. I think many vows ranging from 100 - 1500 points will win the day.

Are you trying to go for AL sabotage or are you simply using Loyalist models and bits you've acquired in place of csm?  I personally think its fine, but you may want to kitbash CSM/Chosen in just to be safe/add flavor.

I don't see why not.  I'm partial to beak heads, but I don't feel like decapitating every plague marine I own to fit them.
