This is actually perfect.  It has less to do with not obstructing the hatch and more to do with focusing on clearing a path for the tracks.  Clearing the space between them isn't useless, but it's far less critical.

Is worse than useless.  It doesn't clear anything from the path of the tracks...in fact, it will pile stuff up in front of the blade that will then be spilling over the sides into the tracks...hope none of the debris is explosive...

 

Yes, ideally, you would have a blade that pushes everything to the side, running across the entire front of the tank...but the priority is to protect the tracks, so the first example is about a 90% solution...so long as you're driving through debris, not an antitank minefield!  Take it from a real-world tanker...
