If you're in a challenge and B2B with at least two other characters with the fortress of shields rule, I don't see why you can't get +1 toughness. Do you have a specific quote from the rulebook to back this up? Most likely due to moving the characters in a challenge so that they're in base to base contact. The only character that can get the +1 toughness from being with deathwing knights is the knight master himself, due to the wording in our new dex. So if a character is hiding in that unit, they use their majority toughness of 5. But, if the character is in a challenge, they are hit using their own toughness 4. The rule, at least per the epub says: "Any model in this unit that is equipped with a storm shield (including models with the Independent Character special rule that have joined it) and is in base contact with at least two other models from this unit has +1 Toughness."
