Not sure if someone corrected this but hot shot volley guns don't have gets hot. The errata they have on the black library site says to remove that rule.

Militarum Tempestus are specialists. Their stand alone book is weak for a number of reasons, the least of which being that the command squad can only issue one order per turn, and the orders themselves being weak makes the whole thing feel like it was an afterthought. Then there is the lack of options in the codex, granted militarum tempestus are specialists, and only use certain vehicles, so it makes sense thematically.

 

It's a Glass Cannon, and for your friend to complain about how chaos is outmatched compared to anything is probably due to the fact that hes not playing his codex well, or he's chose to build a thematic army that just isn't strong. For instance, Tzeentch is fairly strong, as it can dominate the Psychic phase, with the fact that it can bring so many psykers to the table, and that means multiple sources of summoning spam (If I'm reading it right). Thousand Sons also have AP3 boltguns, and can have soulblaze. Sure that gets expensive, much more so than C:MT, but the difference is that C:CSM is a full blown codex, and comparing it to a Mini-dex like C:MT is like comparing apples and oranges. C:MT is really intended to be used in conjunction with the allies rules, and providing some punch to a force that otherwise might not have it. Like Inquisition, who might need some Obsec guys, or Knights who might need some squishy bodies to do work (not so much now that AdMech is a thing). 

 

Still, It seems that your friend just wants to bellyache, lament, and garner sympathy. To me, it seems that he's not having fun, which means that he should try to switch it up, and try a different build. Does he have a list he usually plays? If so he might need to build a new one.
