Im sure the the minis in the pics I found were Scions with Skitari heads (not the hooded ones, are the othere Vanguard heads?) and shottys from the Stealer Hybrid kit.

For your Enforcers will you be having a Tech, Med and Psi division like the Mega City One judges? Could be a good way of making individual members look different from the rest of your gang.

Good use of Bretonnian Men at Arms. 

 

These are close to the image Im still looking for, but these have Scout shottys instead of Stealer ones.

I dont think they do. Thats why I need to sacrifice my Brett army to make my Venator gang. :'(

Here are the rules for legacy gangs from the necromunda website, sadly there is nothing for arbites, which is quite disappointing!

Also i did a quick size comparison between the different minis shown here being used as a base for arbitrators conversions, using base sizes as a reference.

The tempestus scion is clearly dwarfed by the new, BIG, necromunda minis, but i'm quite surprised that the blood bowl human players are actually on the same scale.

(The one on the left looks a little smaller than the middle one because the picture was taken from a higher angle, they're both base on the same body).

 

Also i think that the bright cruisaders (forge world) might look a bit better, because they don't have those annoying laces on their chest, which is, for me, the biggest flaw of the reikland reivers (used as a base for arbites), what do you think about it?

Actually as I have the minis at home the Escher are the exact same scale as existing 40k minis. Goliath's are a little bigger technically by a smidge, but they're on 32s and are now s/t 4. I'd use scions for arbites.

Escher look slightly taller side by side but it's the heels and hair. Torso dimensions the scale is consistent across the necromunda to 40k line

Maybe the next gang war book will have something for the Arbites. Im surprised the legacy rules don't include other factions..

 

Already plotting on getting some Puppets War or Max Mini heads and put them on Anvil Industry legs and torsos for some head cracking!

I'm frankly not surprised at all since Necromunda is a game focused on fights between gangs. You won't see Arbites for a long time.

Actually anything which doesn't live in the Underhive won't show up before end of 2018.

It's a lot of sculpting, but here's an enforcer conversion I did for an Inq28 band.
