I guess it's just my playstyle.  I use Conscripts to screen my gunline, Commissar and Officers don't move.  I have 1 Chimera with 2 Flamer SWS, 1 Chimera with Meltavets and 2 Officers. They are accompanied by my Fast Attack, Hellhounds and Armored Sentinels.
