The tools are there for every army, but both the tools you mentioned are only available to one.

 

The fact of the matter is that a lot of armies struggle to bring anti-infantry weapons in significant enough numbers without stunting their ability to deal with other threats. Many abilities in the game designed to kill Hordes have been removed, Templates have been drastically reduce in effectiveness, and AP is much more lenient.

 

Mathematically it takes three BS3+ Bolter shots to kill a Conscript out of Cover. You need something capable of putting out 150 to kill 50 of them, and that's rolling statistically. Any more than that and it becomes really hard for any army to even put out enough shots when Morale is meaningless and they're firing back a potential 4 shots each.

 

Guys, if they weren't really hard to kill they wouldn't be rolling through tournaments purely through their ability to be really hard to kill.

The tournament metas are weird, and promote really odd stuff.

 

That said, yeah, they are hard to kill, because you have lists like "renegade knights and Magnus" winning my local tournaments.

 

Things like Genestealers Cult with a ton of Genestealers and Pask, which did exceptionally versus Horde lists lose to the "gate" armies, like "Magnus and knights".

 

Essentially, the problem isn't entirely Conscripts as it's the fact that you need the same list to be able to effectively handle fighting 4+ super heavies and 350 bodies, which isn't really plausible.
