Well, we just got a traitor commissar for BSF:

 

 

It stands to reason that in such a big sandbox as 40k a few Commisars would have fallen over the years. As you say, if anyone has them it'd be a group like the Blood Pact.

I love that the clasps of where his/her cloak would be, the clasps have evil grinning faces. 

Artel, have you ever considered making bitz, rather than full models? Cloaks, helms, etc?

Artel, have you ever considered making bitz, rather than full models? Cloaks, helms, etc? 

That and a greater number of generic kits. More stuff for Necromunda/Inquisitor 28mm would be awesome. The not!Arbites were awesome.
