Yeah Tacticals who are plasma death squads (along with Grav or Plasma Cannons at 10 men) aren't quite going to compete with Hellblasters but they're i) cheaper and ii) a troops choice so you save points there too.

Are they considered Ultramarine Successors if they don't take the Inheritors trait? I assume yes but would have to check the Codex (which I didn't bring to work with me).

Yes. Either they are one in the fluff, they took Inheritors, or you choose for them to be one.

Some secret Forgeworld sauce for tactical marines (well any "old" marines with bolters/storm bolters) is an SM character called Armenneus Valthex who for 140 points makes bolters/storm bolters of units within 6' st 5. 

 

A 12 point tactical marine putting out two st5, -1ap shots with re-rolls to hit and re-roll 1's to wound from character support is no joke. Some chapter choices will further enhance that. 

 

Also while I have not done the math, I imagine the Grav-Cannon at 20pts is quite efficient compared to other weapon options now vs most targets.

I thought that you have to choose the same tactic as your Primogenitor has ( exact same CT ) or choose two and thats it.
