Give him a psycannon, the ordo malleus warlord trait, and the alpha class psyker stratagem from the newest update and you've got a model that represents the firepower and psychic abilities that he's represented in the novels. As far as the melee weapon, a force weapon of some kind sounds nice. Perhaps the staff. Just explain it as him using psychic powers in combat if you want (or glue a stick to the side of the chair, that'd be fun.) I thought it sounded crazy but I guess it makes more sense than I thought.
