Vigilus Ablaze Strategems valid?

Hello all, I know of a guy (not in my gaming group, thankfully), who is using the Vigilus Ablaze victrix guard strat Strike first for Ultramar that lets his guys fight at the end of the enemy *charge* phase. Something about this doesn't sit right with me, but since I am a bit late to the party and we are in a weird place on the cusp of a new edition, I am not sure what is valid and what isn't.  

Any pointers would be helpful!

My understanding is 9th Codexes supersede Vigilus and Psychic Awakening once that army receives them, at least going by one of their announcement streams.

 

So Chaos Space Marines could keep using the Vigilus stuff until their codex, but not (Loyalist) Marines.

Everything in the Vigilus books is still valid unless there's an FAQ that says otherwise, but the matched play rules in the Chapter Approved Tournament pack ban specialist detachments so if you're using those missions then practically the entirety of both books is unusable with the exceptions being Vigilus Ablaze's Renegade Chapters and the Black Legion stuff.

 

The FAQ states that the relics offered by the Victrix Guard specialist detachment have been superceded by the Ultramarines supplement but doesn't say anything about the stratagems or the detachment itself being illegal.

One of us is remembering it wrong then since some of the Psychic Awakening stuff is still supposed to be valid with the new codexes. Not sure to what extent that will last though since a lot of Space Marine stuff is gone with the new FAQs.

I suddenly don't feel bad for not understanding because this seems clear as mud- hopefully the interaction between the immenent Codex vs. prior supplements gets addressed.

Although that Victrix stratagem in particular seems to not be a thing in matchd play, so that is good, I suppose.

To be clear, it's not allowed for tournament play. But is still allowed for matched play. The GT pack forbids it, but other matched play rules do not. 

 

I'm pretty sure the Psychic Awakening stuff is just valid until a new codex comes out. Once an army gets a new codex, any surviving stuff from PA will be rolled into the new codex and the PA won't be used any more. 

I'm not really sure about Vigilus. It's still valid right now, but I have no idea when it will no longer be supported.
