It basically boils down to less bulky details, with fine details added on top. Also proportions are smaller in some ways, like the power fists or the ropes.

I think it's in a smaller scale than the SMII figures, so probably not.

Detailing is very different in areas even if the overall outfit assembly is similar

 

More detailed shoulder design with corner cutouts, no dangly bits at the front, metal trim on arms and legs, no holster, a popped collar.

Scale is the same at 1/18, proportions are smaller for heads, weapons, and embellishments.
