I am not too sure how to read it but seems like we can take 2 aquilas, can we also take two of each other specialisation or only one? A Strike Force army can contain up to two Kill Team units with the same Specialism, so you can have two of each specialization if you choose. How does it work if we have more kill team units than specialisation available? Well, you can't. Your Strike Force army can only include Kill Teams that have been upgraded to have a Specialism, Characters, Corvus Blackstars, and units with the Dedicated Transport Battlefield Role. That means you can run a maximum of 12 Kill Teams (2 each of Aquila, Venator, Malleus, Dominatus, Furor, and Purgatus). That would be very hard to do with current Detachments and points limits.
