They don’t stack.  I find though you don’t get as much value from adept of the codex simply because we are rolling less because of less CP.

Scryers gaze is the back up.  So if I go second, them maybe I regen or not.  If not the Scryers gives me the the guaranteed CP. If I do get it then I can use the other powers without feeling that Scryers is the better choice.  Plus Scryers has the alternate option of getting a reroll on something,
