Space Marine Codex page 95....

Blood Angles add 1 to Advance rolls and Charge rolls..

Each time a model with this tactic makes a melee attack, if that models unit made a charge move, was charged or

preformed a Heroic Intervention this turn,

Add 1 to that Attack's wound roll.

 

Litanies of Battle page 112...

Exhortation of Rage..

I this litany is inspiring select one friendly <Chapter> Core or <Chapter>  Character unit

within 6" of this Priest. Each time a model in

that unit makes a melee attack, add 1 to that Attack's wound roll.

 

What I would like to know is do those Stack for a +2 to wound rolls.

+1 and -1 are the most a stat can be manipulated I believe.

You are correct, but in a bit more detail... they can stack, but never to more than +1 to hit or wound. So, for example, if you faced a character with -1 to wound, you could pop off the litany (+1), charge it (another +1) and then you have +2 -1 = +1 to wound. In contrast, if you pop the litany and charge something without -1 to wound, you are still at +1 to wound as that is the cap.

TL;DR: you can stack as many + or - to hit or wound but can only ever end up at max of + or -1 to hit or wound.

Does stacking affect the number of attack you can have....

Any Space Marine on charge Shock Assault +1 attacks...

Blood Angels Savage Echoes +1 attacks...

Librarius  Psychic power Might of Hero's +1 attack...

Death Company on charge +1 attack... 

 

A Blood Angel unit could have +3 attacks if the first 3 are in affect...

A Death Company unit could have +4 attacks if all are in affect...

Your thoughts are most Welcome

I believe the limit to stacking is to hit and wound modifiers. For attacks, my understanding is that they stack unless specified otherwise For example, the Honour Vehement relic:

The Honour Vehement (Aura): While a friendly <CHAPTER> CORE unit is within 6" of the bearer, each time that unit fights, until that fight is resolved, add 1 to the Attacks characteristic of models in that unit. This is not cumulative with the additional attack granted by the Shock Assault ability.’

So TL;DR, yes shock assault stacks with savage echoes (which is why BA kick so much ass in the assault doctrine!).
