Perhaps not ideal, but in casual games people are free to use and modify them. The allure of selling Space Marine players an entirely new collection was too strong. That, and GW was probably still in the height of their post-Chapterhouse delirium. "Space Marine Space Marines" was a fun joke about James Workshop until it became reality.
