A rule to include him in any imperial force without breaking mono-faction bonuses would have been thematic for a senior commander of the Indomitus Crusade. Messinius was years away from crossing the Rubicon and the first wave of Primaris Marines were still waiting for Cawl to awaken them from naptime. He doesn't really resemble that illustration much. Well, in the Dawn of Fire series, he's still a firstborn and yet has to cross the rubicon priamris. So the cover art is correct for having him in older pattern of armor. His power fist is destroyed during said battle, the defense of the Lion Gate, and he receives the Auramite power fist and plasma pistol seen on the model as gifts, personally from Guilliman. Of course his crossing could happen off page, like when we first see Lucerne, a primaris, he is an Imperial Fist. When we meet him again, he wears the colors of the Black Templars, as was his desire.
