As above, it gives you an option in case your opponent does something like moving to within 1" of your lines and stopping there, blocking your movement. For example, the Psychic Phase happens for T'au/Necrons, but they just don't have any units capable of doing psychic stuff. Thanks for clearing this up! As charges can only occur in the charge phase, by their logic, there have been no charges, so there is no charge phase, so no one could ever declare a charge. Use that one next time he tries to charge.
