Heroic intervention without charges

As above, it gives you an option in case your opponent does something like moving to within 1" of your lines and stopping there, blocking your movement.

Just because nothing happens in a particular phase, doesn't mean there's no phase. Furthermore, the Charge Phase is broken down into two steps:

  1. Charges
  2. Heroic Interventions

You follow it sequentially like any other phase and skip any step if need be.

Every Phase happens in each player's turn, even if that player doesn't use/have anything to do in the turn.  For example, the Psychic Phase happens for T'au/Necrons, but they just don't have any units capable of doing psychic stuff.

As charges can only occur in the charge phase, by their logic, there have been no charges, so there is no charge phase, so no one could ever declare a charge. Use that one next time he tries to charge.
