Or do the easy thing which costs no money.... take away Two Words from the first sentence of the Core Rules, Ruins, Visibility rules.

 

Amended to:

Models cannot see (snip) through this terrain feature.....

I can fix indirect. Take the tournment board everyone loves to play on now take most of those ruins off the board and replace them with other types of terrain, Barricades and Craters etc... Now you don't need to have indirect to actually shoot more than 12 inches and still have cover and even better the other guy can't hide 9 friggin mortar tanks out of sight.

And every single game finishes at the end of turn 2! You can run a 6 round event before lunch! Wins all around!

Dog, Sisters of Battle are one of the worst shooting armies in the game and they'd STILL table most forces in 2 turns on a board like that.

Do we want to go back to playing on super boring boards of all L-shaped ruins?

No. What's that got do do with it?

Have ruins of different footprints and heights, mixed with hills and/or trees and/or Mechanicus terrain and/or anything else you want.

Just don't make it impossible to see over ruins, treat that part like the other terrain types.

Yea the L terrain thing wasn't because it was the only terrain shape that allowed the game to work. It was because the tournament scene exploded in popularity in 8th and it was way more efficient to get a bunch of Ls to expand the amount of tables they could provide.
