However he wouldn´t forbid his generals to use suitable equipment, if it was necessary to complete a mission. Walking with pure infantry around on an Epic board will get you nowhere. You will need a healthy mix of infantry within APCs, tanks and bikes.  

Mortarion definitely had no issue with using tanks and APCs, Death Guard were well known for using Spartans, Land Raiders and Rhinos as well as Terminator units and Dreadnoughts at a massive scale. I do believe that there are Death Guard Recon Astartes in one of the earlier HH books (perhaps on Isstvan III?).
