After what I learned in post like this one(https://bolterandchainsword.com/topic/380780-tactical-squads-10-or-20-members/#comment-5994700), I continue making list for my SoH, adding more infantry and taking away tanks like Predators (Nice tanks but a bit fragile even in squadrons).

This and of course, I'll be happy with any comments and advices:

I haven´t played a single game of 30K although watched about two dozen battle reports in the past on Youtube. So here are my suggestions/thoughts:

Having a cheap Tac squad in a rhino works wonders for obstructing firing lanes for the opponent and/or reacting in order to block paths for movement. This is a cannon fodder unit which slows down the enemy.

Cataphractii terminator are really slow without a land raider or spartan. Terminators want to get stuck in as quick as possible so you may want to reconsider your decision.

The unofficial rule of fair-play says one dread for each 1000 points so all is good on that front. Nobody will give you any beef for fielding them.

Librarians have a cheesy psychic power of negating reactions from the opposition. Not sure, if you are aiming for that as I have zero knowledge of psychic disciplines.

Command squads are rarely picked. Maybe they are overcosted for what they bring to the table. If it is a casual game they will be fine though.

Well, having The Long March RoW movement is really improved with +1 M just for moving (No Run or Assault), so every body moves 8" excep Cataphratii squad, moving 7". But thanks to this RoW both gains Outflank, so Cataphratii are quite fast. And having a Master of Signals, they arrive in time.

As I said in the tittle, I wanted to try a list with no tanks. Rhinos are excellent blocking lines and getting units faster, but with M 8", I think are not needed

The librarian is to make one unit near more powerful in combat and/or resistant if I make psychic checks. But I'll experiment with disciplines.

For now, is a list for casual games. Anyway, I think command squads are quite interesting: 2W,2+ armor saves, are Line until bearer dies, and the weapon options are interesting and cheap (Power Weapons for +5 points for example) and add to this the options and rules for being SoH.
