In the 8E codex I think, it mentions them having all gathered as such, when all the sudden Guilliman appears and distributes Primaris recruits to them. They wondered whether they should fire and try to escape, but let it happen, and Guilliman just decides that having all them in one spot made his job easier and goes on his merry way.
