What's the deal with the shield captain box?

you get 5 custodes in the box, one of which can be made into a shield captain. however, a 4 man custodes guard squad is an illegal loadout. am I missing something?

Custodes don't have separate boxes for their shield captains (regular, termie, bike) or vexilla (regular/termie), so you just use the models provided in the corresponding box to make a shield-captain. In actuality, a 4-man Custodian Guard or Warden squad is perfectly legal, as it is the minimum size allowed by that unit (4-10 Guards/Wardens). That continues with the termies and jetbikes, as the boxes come in 3-man units, but the squads start of as 2-mans, allowing you to make a minimum-size squad and get a shield-captain if you want.

As above, you're missing that they start at squads of 4

Like the others have already said, they start in squads of 4. GW made the rules correlate with the current box they have.
