To me the knee pad looks a bit mk iii - the round bits on the knee support that plus the heel pad... but then how old would that make him? Would he have been able to go that long unnoticed by the powers that be in the hive? Dread to think what his body count might be over circa 10,000 years...

his lore says "steel-sinewed muscle" which honestly seems more of a primaris reference, this guys isn't primaris though, 100%.

 

Regardless, he's an astartes for sure based on the inputs for his power armour and his stats and other rules. He's also almost certainly of the blood angels line based on the vampirism aspect.

As others have stated, his boltgun and the faded iconography look a bit more legion-y than chapter-y. The armour looks a bit like field-repaired Astartes plate, but it looks lighter and nothing like a MkX variant. Could this be the first hint a how Recon Marines could look like in a new kit?

He will give the scum of the Underhive the same greeting as this guy:

"I come in peace!"

MKIII is still in wide use in the 41st/42M there’s loads of chapters that use it for zone mortalis and boarding actions so he wouldn’t have to be from the legion to be wearing MKIII 

 

I agree with you though I think he’s a first born given the Bolter he’s carrying and the armour looking remarkably MKIII like

as some others pointed out, his armour is actually much closer to the CLASSIC scouts (space crusade era)

cloth on upper legs, armoured knee with round bit and strap on back, single shoulder pad, he even looks like he might have a similar style belt.

 

 

Now I want a squad made like him...

 The only other thing that made me think first born, is the use of roman numerals for the legion number on his knife scabbard, which doesn't seem to be used as frequently I'm the 40k setting (I don't think?). But that could just be down to the artistic licence of the painter who painted him....

Is he that big though? Is that 32mm base or 40mm? Some of those Goliath chaps are very chunky, so how will he compare to them?

 

I love the model, I like to think the armour is not necessarily Astartes plate, but other stuff salvaged over the years to replace battle damage. This would be a great design direction for some 30k Blackshield models or maybe even some actual Fallen.

It was used in the pariah book hinting at the blood angel before we met him

Honestly one of my favourite things with a lot of the newer necromunda models is that they look like they are survivalists.

A space marine is no different, whilst he could sleep on the floor, why should he. He has supplies and tools to keep him alive and its awesome.

Also, the Ash Wastes are super awful and even he will sometimes need to cover up or at least put up a tarp and get out of the acid rain or whatever.

It’s used all the time by first founding chapters the Blood Angels are the IX Chapter they kept their numeric designation but lost legion stasis is all  

 

It’s also supposed to be a wink wink nudge nudge by the painter so we know he’s a BA

Those are just horror stories to keep the juves tucked up in bed while the elderly have the time of their lives savouring the paradise outside the hive city.
