Guard have two different types of horse mounted units, so I don't think its impossible that marines would get bikes and jetbikes. I imagine they'll do something similar to guard where the jetbikes get a scout move and better shooting, while the bikes get better melee.

We are going to end up with techmarines on wheel bikes but captains on jetbikes arent we?
