The story killing off Epathus was clearly written right around the same time as Solemnity and the entire point of killing Epathus within that story was to give Areios a void to fill. From a real-world perspective, promoting Areios wasn't the solution to an existing problem. It's not like this was any kind of long-term plan. In Areios' most recent appearance, he'd been promoted to Captain in the Unnumbered Sons. But that wasn't high-profile enough. So in order to get him into the Ultramarines as a Trojan horse who could be fast-tracked to captain in the poster boy faction, they had to pretend that never happened and he was still a lieutenant. Yes, instead of going from Lieutenant to Captain within the first five years of the Indomitus Crusade, he had now gone from Lieutenant to... Lieutenant in twice that time. But they still made a point of telling us how amazing he was before they shipped him off to the Ultramarines. There is no mention of a demotion, only the "greatness" that Guilliman sees in him, to the point that he personally requested Areios' assignment to the Ultramarines.
