Even Sanguinary Guard could be saved by a pair of Sanguinary Guard characters - imagine an Ancient or Champion character you can add to squads, full wings. So not everyone has wings but the important guys do. I really can’t ask more, maybe new Vanguard or the beloved old flying command squad.
