They're not elders like Long Fangs though. Wolf Scouts have always traditionally been an elite choice so calling them veterans is apt. I think the confusion is coming from the assumption that Veterans only exist in the 1st company - or the Space Wolf equivalent - which in this case would feature units like the Wolf Guard. You CAN have veterans in other companies. A classic example is a veterans Sgt with the white stripes leading a 2nd company squad. Any tactical marine would be a veteran. They aren’t veterans in the 1st Company veteran unit sense, which is what we mean when we say veteran space marines. Wolf Scouts are Grey Hunter adjacent. Again, it's semantics I feel. I owned the 5th edition SW codex and the Wolf Scouts being described as Veterans is burned into my memory. Tactical Marines in the traditional codex were some of the most experienced in the entire chapter. I don't know if the same applies to Grey Hunters as the Space Wolves are different - Grey Hunters don't have training as Long Fangs, whilst Tactical Marines DO have training as Devastators. In 40k this could easily be the majority of the marines in a chapter as long as it hasn’t recently suffered mass losses. I mean veterans as in named specific veteran status, as in has been in the first company (or chapter specific equivalent such as the Wolf Guard).
