Maybe it's a Catachan Commissar?
The commissars' power fist are always painted in metallic.

It doesn’t feel Catachan at all to me, especially now I know it’s just the current IG power fist design. It’s flashier than the Krieg and Cadian command squad versions which doesn’t feel in character for Catachan. Feel like it would be more utilitarian.

It's the Wings on it that make it less likely to be Catachan and more likely Scions (assuming it's not a random named guy).

Possibly the Scion Command Squad's leading guy, he can have a Powerfist, right?

I've not read Guard fluff in a long time but aren't Commissars typically specifically NOT from the World of the Regiment they're serving with (Death Korps of Krieg excluded)?

They likely mean a Commissar attached to a Catachan regiment.

Skull yeah, but marine's powerfists have very different design. No pistons visible and all new IG fists have them

Either of the above would be spot-on for me, and – assuming something isn't seriously wrong with the sculpts – would be an auto-purchase. However, I've been hoping for both of these for literally years, so I can't bear to get my hopes up again! :D

The leak that teased Krieg all those years ago mentioned full refreshes for three Imperial Guard regiments. Krieg got their kill team shortly after, followed by the Cadia refresh a year or so later and Krieg at the beginning of last year. That means there's still one regiment left to go. My money is personally on Catachan since they've still got most of their stuff in the codex, but if orks are the focus of 11th edition, then it would be a perfect time to bring back Armageddon.

they’ve done way to much hinting at it with 2 new catachan ‘characters’ to keep snubbing the regiment

I believe that the leak was: "Astra Militarum with veteran-style Cadians. Two new regiments are also in the works. New Kasrkin and new vehicle, designed to fit between the Leman Russ and the Baneblade."

 

I do wonder if they were counting the Attilan Rough Riders or not, as far as "new regiments" go.
