All of these are characters that were invented for their respective boxes though. Weirdboyz are a long-standing character type that has been neglected, and also that you could plausibly take more than one of in your army. There is precedence in other miniatures and art where "ork with screws and/or cables in his head" is a type of mekboy. Not to mention all the Imperial and Chaos mechandendrites waving about on techpriests and warpsmiths. I think some chains in place of some of the floating cables coming off his "psykick collar" would read as unleashed psychic power better, while keeping the same silhouette and being a throwback to the chains on the old model. None of the big electric stuff is like a hat; it is embedded into the new guys head; seems like a pretty obvious difference off the rip. He's collared like a prisoner. I do see the resemblance with the third pic tho. I would say that guy not being yoked specifically makes them pretty different though. It's a good update. To try and keep his power under control, or maybe focus it into an even greater weapon somehow.
