New coherency rules hurt 22 man Crusader Squads?

I have been playing 1 20 man crusade squad with a Marshal and a Lieutenant, but am pretty sure the new coherency rules are going to make it really bad for 11th edition. With having to stay in a 9" diameter circle i will not be able to line up in effective ranks as if you try to stack 9 guys base to base you will leave one of them more than nine inches from the other end of the line and with the 2" engagement range your guys in rank 3 are going to be left out.

It really seems like they did not consider horde armies when considering the coherancy rules as a 20 person unit cant effectively block that much more space than a 5 man unit both of which can plug a 9" gap with neither being able to plug an 11" gap. As a primarily tyranid and templar player (more templar as of late) it feels like this is going to get frustrating.
